The diagnostics that we sell emit a solid red color for the power led. If you are unable to see the hardware when you scan for Bluetooth signals you could try it in a different vehicle and/or with a different smartphone to see if you get the same result. If it doesn't seem to broadcast a Bluetooth signal it should be returned or exchanged.
